 KNOXVILLE, Tenn., Jan. 6 /PRNewswire/ -- TVA Chairman Craven Crowell today announced a major restructuring of TVA that includes the appointment of a chief operating officer to oversee daily operations and creating a separate nuclear organization.
 Joe Dickey, TVA's senior vice president of fossil and hydro who has 26 years' experience in the utility industry, was named chief operating officer. Oliver D. Kingsley Jr., president of the generating group, was named president, TVA nuclear and chief nuclear officer. Norman Zigrossi, president of TVA's resource group, was named chief administrative officer.
 The new organization will help TVA achieve its goals of stable rates through 1997, environmental leadership and employees first, Crowell said in announcing the changes to employees. TVA Directors William H. Kennoy and Johnny H. Hayes joined Crowell for the announcement in Knoxville.
 "This reorganization allows the board to concentrate on strategic issues facing the agency in the rapidly changing would of utility management, while the chief operating officer oversees the implementation of TVA's goals," Crowell said.
 Under the new structure, effective Feb. 7, TVA will have three major groups -- TVA Nuclear; a new organization headed by the COO that includes resource and customer programs and fossil and hydro; and corporate and financial organizations under Zigrossi.
 TVA Nuclear will be a separate organization that will be responsible for the design, construction, operation and maintenance of TVA nuclear plants. During the next year Kingsley will conduct a study examining the possibility of operating nuclear power as a separate business unit.

"Designating nuclear power as a separate operating group reinforces the board's commitment to operating our nuclear plants safely and efficiently and ensures that the nuclear program receives the utmost attention."
 As chief administrative officer, Zigrossi will oversee corporate organizations including finance and administration, labor relations, communications and human resources. Diversity development also will be a part of this organization, and the top diversity position will be elevated to the rank of senior vice president.
 Dickey will oversee TVA's quality effort. Chief Financial Officer William F. Malec will continue to report to the board on financial matters.
 Kennoy said TVA came up with "the best organizational structure and leadership to foster teamwork between all organizations of TVA and at all levels."
 Hayes told TVA employees, "You have proved that real change is in your hands and you can deliver when given the opportunity."
 Since he joined TVA in 1991, Dickey has been responsible for the performance of TVA's fossil and hydro plants. He previously worked for Florida Power & Light Company for 24 years.
 Kingsley has been with TVA since 1988. Under his leadership, Browns Ferry Nuclear Plant set generation records and received high marks for performance from industry and regulatory agencies, and fossil and hydro units reached record levels of availability and reliability. Prior to joining TVA, Kingsley had more than 20 years' experience in nuclear power.
 Zigrossi has been with TVA since 1986, serving as inspector general for six years and as head of TVA environmental, economic and resource development programs since 1992. He is a former FBI manager and executive.
