TRAVEL BEAT : RIDING RAILS AT DISCOUNT.

You can ride the rails to several of Southern California's theme parks this summer and rack up some savings, too.

Amtrak has put together packages from Los Angeles' Union Station to Sea World in San Diego, Knott's Berry Farm in Buena Park and Disneyland in Anaheim. The packages, which include some park discounts and are available by phone or at Amtrak stations, also allow two children to travel free with one adult.

Passengers headed to Knott's Berry Farm travel to Fullerton, then pick up a city transit bus to the park. Amtrak base fare is $6 for adults one way, the shuttle is $1.50 per person one way and discounted park admission is $23.95 for adults, $15.95 for children 3-11 and seniors.

Those whose destination is Disneyland connect with the Fantasy Flyer shuttle at the Anaheim station. Amtrak base fare is $6.50 for adults one way. Disneyland admission, including round-trip shuttle, is $45 for adults, $36 for children.

Base fare for San Diego and Sea World is $20 for adults one way, $5 for a shuttle to the park one way, and two kids ride free with an adult. Admission to Sea World with the package is $32.95 for adults, $12.95 - a savings of $12 - for children 3 to 11.

Founder's Day in Lomita

The town of Lomita south of Los Angeles celebrates the 33rd anniversary of its incorporation with a western-themed Founder's Day celebration that begins with an old-fashioned hoedown from 6 to 11 p.m. today.

Carnival rides, country-western entertainment, arts and crafts and a food corral will be featured at the event sponsored by the Lomita Chamber of Commerce from 10 a.m. to 11 p.m. Saturday and 10 a.m. to 8 p.m. Sunday. All events will be held on closed-off Narbonne Avenue in front of Lomita City Hall. Festivities are free. Information: (310) 326-6378.

Budget travel seminars

Hostelling International-American Youth Hostels will offer two budget travel seminars Saturday at the Hostelling International Travel Centre, 1434 Second St., Santa Monica.

The ``Budget Travel Europe'' workshop'' will be held at 11 a.m.; ``Budget Travel South America'' follows at 1:30 p.m. Topics include planning a sensible itinerary, finding inexpensive accommodations and budgeting. Admission is $5 per workshop for HI-AYH members, $10 for nonmembers. Information: (310) 393-3413.
