WHITE PLAINS, N.Y.--(BUSINESS WIRE)--Feb. 10, 1995--Thomas P. Dougherty, Jr., has been appointed Fiscal Director and Comptroller of Texaco U.S.A., (TUSA) headquartered in Houston, it was announced today by Robert C. Oelkers, Comptroller of Texaco Inc.

In his new assignment, Dougherty will have accounting responsibility for the company's U.S. upstream, mid-stream, and downstream operations. He will serve as Associate Comptroller of Texaco Inc. and also have coordinating responsibilities for the TUSA Finance and Tax Departments. The appointment is effective March 1.

Dougherty will succeed James F. Link, who, as previously announced, has been elected as Treasurer of Texaco Inc. In his new assignment, Dougherty will relocate from Texaco's Harrison, New York offices to Houston.

Commenting on the appointment, Oelkers said: "Dougherty brings a wealth of knowledge to the department. His demonstrated leadership capabilities and his success in implementing complex fiscal transactions will serve him well in this challenging assignment. We are very pleased to have him as a part of the Comptroller's Department and represent us with his colleagues who provide the operational direction for the Texaco U.S.A. business units. I am confident that Tom will be an active participant of the Texaco U.S.A. team, which has come to be expected of the position and has been executed so well by Jim Link."

Dougherty earned a bachelor of arts degree in literature from St. Bonaventure University in 1969. He earned a Juris Doctor in law from the College of William & Mary in 1972. In 1973, he earned a Master of Law and Taxation in tax from the School of Law Williamsburg. He joined Texaco in 1980 as a Tax Attorney in the Tax Department of the Harrison office and was named Senior Tax Attorney in 1985. In 1990, he was named to his current position as General Tax Attorney.
