 ORDER 636 COMPLIANCE FILING
 HOUSTON, June 8 /PRNewswire/ -- Texas Eastern Transmission Corporation (TETCO) submitted its Order 636 restructuring proposal to the Federal Energy Regulatory Commission (FERC) today, becoming the first pipeline company to file the compliance proposal.
 TETCO's filing reflects the extensive discussions with customers, marketers, transporters and other parties, as well as FERC staff. The filing outlines the new rates, operational issues and services TETCO will offer its customers under Order 636, which calls for comparable services to be available to all pipeline customers.
 "We listened to comments from all interested parties and incorporated as many of their suggestions as feasible into the original proposal. Through this filing, I believe we have enhanced the flexibility of services for our customers," said George L. Mazanec, TETCO president.
 Implementation of the compliance filing, expected Nov. 1, will unbundle TETCO's transportation, sales and storage services near the production area at upstream receipt points into TETCO's system. Transportation and storage services will be structured so that all shippers will have equality of service. TETCO will provide open-access, "no-notice" firm transportation and firm and interruptible storage services.
 The new services include a transportation aggregation balancing service (TABS), which will promote pooling and the development of market centers. TABS will control the balance of gas on the system for an aggregator.
 The company is proposing a straight fixed-variable rate design with a mitigation measure that would provide an alternative for small customers to reduce the impact of moving to a straight fixed variable rate design.
 Texas Eastern Transmission Corporation is a subsidiary of Panhandle Eastern Corporation, which operates one of the nation's largest interstate natural gas pipeline systems, providing natural gas to the Midwest and Northeast markets.
