TEXACO RECOGNIZED FOR SAFETY EXCELLENCE

 CAMARILLO, Calif., May 19 /PRNewswire/ -- The Department of the Interior's Minerals Management Service (MMS) today presented Texaco Exploration and Production Inc. with the Santa Maria District's Safety Award for Excellence (SAFE).
 The SAFE Program recognizes and commends operating companies that expend extra effort to conduct their operations in a safe and pollution-free manner. "I join the director of the Minerals Management Service in congratulating Texaco and its employees for achieving the goals of the SAFE Program in Southern California," said Dr. J. Lisle Reed, regional director of the MMS Pacific Outer Continental Shelf (OCS) Region, whose offices are in Camarillo.
 Some 1,000 guests were present when Phillip R. Schroeder, district supervisor of the MMS Santa Maria District, presented the citation and plaque during the American Petroleum Institute's Energy Information Night on May 19, in Ventura, Calif. "This award honors Texaco for the exemplary manner in which they have conducted production on Platform Harvest in the Santa Maria Basin," said Schroeder. "Their clean and efficiently maintained facilities, cooperative offshore personnel, and extensive training requirements have earned Texaco the Santa Maria District SAFE Award."
 Schroeder said that during the six-month evaluation period, July 1-Dec. 31, 1992, MMS inspected Platform Harvest 29 times. "The results of each inspection indicated that personnel were safety- conscious and aware of operating regulations."
 Accepting the award was Offshore Area Manager Andy Bressler of Texaco's Exploration and Production Inc. "Texaco is honored to be recognized for the commitment demonstrated by their management and especially the employees on Platform Harvest toward the safety of area operations and the protection of the environment. Platform Supervisors Verne Rockhold and Keith Smith, the 52 employees assigned to Platform Harvest, and our staff are indeed proud to have earned this SAFE Award," said Bressler.
 Also representing the MMS was Thomas W. Dunaway, regional supervisor for the Office of Field Operations. "Just two years ago," he said, "Texaco received the SAFE Award for outstanding offshore operations and for humanitarian action taken in the rescue of four survivors of a plane crash 10 miles offshore. Texaco has maintained a strong awareness for the safety of personnel and the importance of environmental protection."
 Schroeder explained that MMS initiated the SAFE Award to recognize outstanding performance by offshore operators and to increase public awareness of the achievements of industry in ensuring safe and pollution-free operations.
 The MMS Offshore Inspection Program provides the basic information for the semiannual evaluation of candidates for the SAFE Award. The criteria are records of events, operational considerations, and significant developments in the control of fires, pollution prevention, operational safety, maintenance of equipment and regulatory awareness.
 MMS administers federal offshore minerals programs and manages the federal and Indian mineral royalty programs. The agency is committed to achieving the appropriate balance between protecting the environment and providing opportunities for the discovery and recovery of critical energy resources such as natural gas and oil.
