TELECOMMUNICATIONS RESELLERS GEAR UP FOR 800 PORTABILITY ON MAY 3

 SAN DIEGO, April 12 /PRNewswire/ -- Telpool Communications of San Diego, a long distance reseller which, according to the company, resells AT&T, Sprint, Metro Media and Wiltel is one of many companies anxiously awaiting the Federal Communications Commission mandate making the 800 toll-free "portable."
 This mandate states that businesses who were tied to the long distance carrier who issued them the number, can carry their numbers with them (it becomes portable) to other carriers for the best price. For the first time in 25 years, they can do this without changing their toll-free number.
 "We're excited about this opportunity to expand our services with 800 deregulation," said George Kengott, vice president of Telpool Communications. "We have put together a pool of small to large 800 subscribers to negotiate up to 40 percent of the standard industry rate."
 With this new deregulation comes a whole new set of questions for the cost-conscious 800 owner. Which is the responsible organization (RESPORG) to handle the change-over and any challenges that might arise? Which carriers have disaster recovery features? How can 800 owners be protected from 800 fraud that is currently plaguing the industry?
 Telpool Communications is already enrolling new members into its pool. While offering the customers extensive support with quarterly newsletters and a toll-free hot line. Telpool also offers the safety of staying with the nation's largest carriers.
 The telecommunications resellers are called the "fourth generation" of the long distance industry. First it was AT&T, then its two main competitors in 1984. The even-newer companies created a third generation local long distance carrier which provided their own costly switching facilities.
 Reselling created a fourth generation which concentrated on buying existing carrier's volume without expensive switching equipment. It offered the major carriers volume purchases of long distance time -- an alternative marketing channel for the carriers at no added cost to them.
 Telpool Communications then offers that time to its customers at a savings of up to 40 percent over conventional long distance service.
 These long distance specialists are also anticipating "fresh look." What that means is business who were locked into long-term agreements with carriers can now have a 90-day escape clause to move an 800 number.
