Release date- 09082019 - In accordance with the Federal Law No. 174-FZ 'On Ecological Expertise' dated November 23, 1995 and the Regulation No. 372 on the Assessment of the Environmental Impact of Planned Economic and Other Activities in the Russian Federation, approved by the Order of the State Committee of the Russian Federation on Environmental Protection of May 16, 2000, the Public Joint-Stock Company TATNEFT named after V.D. Shashin informs the general public about the planned economic activity on the facility of the state environmental expertise 'Maleic anhydride production installation and related off-site facilities of the plant.'
The purpose of the planned activity is the construction and operation of the maleic anhydride production installation with a capacity of 50,000 tonnes per year.
The location of the planned activities: the industrial zone territory of the Minnibaevsky gas processing plant (within the boundaries of the land plot with cadastral number 16:45:070122:62), Nizhnyaya Maktama Urban-Type Settlement, Almetyevsk Municipal District, Republic of Tatarstan.
Name and address of the Customer: Public Joint-Stock Company TATNEFT named after V.D. Shashin, 75, Lenina Street, Almetyevsk 423450, Republic of Tatarstan.
The project implementation shall allow realizing the import substitution process of petrochemical products with the goods of domestic production, increasing the tax and other payments to the budgets of all levels, creating new job positions, increasing the processing depth of hydrocarbon materials with the conversion into highly marginal products.
The customer has begun collecting the information and materials for a preliminary assessment of the proposed activity impact.
The approximate dates for the environmental impact assessment are August-November of 2019. The body responsible for organizing the public discussion shall be the Administration of the Almetyevsk Municipal District of the Republic of Tatarstan.
The Terms of Reference for the environmental impact assessment shall be available for review from the moment of this notice publication and during the whole environmental impact assessment time period: on the official website of TATNEFT Public Joint-Stock Company http://www.tatneft.ru; on the official website of the Almetyevsk Municipal District Administration of the Republic of Tatarstan http://almetyevsk.tatar.ru.
The expected form of the Terms of Reference public discussion: collection of comments from interested parties.
Questions, comments, suggestions on planned activities in accordance with the written Terms of Reference for conducting an environmental impact assessment stating the contact information (surname, first name, middle name, place of residence, phone number, place of work or study) shall be accepted in free form during a 30 days period after the date of this information message publication on the address: firstname.lastname@example.org or by mail at the following address: 75, Lenina Street, Almetyevsk 423450, Republic of Tatarstan.
The Terms of Reference for environmental impact assessment shall be approved based on the results of collecting the comments and suggestions on the planned activity.
Based on the approved Terms of Reference, the studies shall be carried out on the environmental impact assessment and a preliminary version of materials on environmental impact assessment shall be prepared.
The general public discussion of the project 'Maleic anhydride production installation and related off-site facilities of the plant', including the environmental impact assessment materials, shall be carried out in the prescribed manner.
