The Charlie's Angels beauty is comforting the star after the break-up of his marriage to actress Nicole Kidman.
Sources on their new film claim they spend every spare moment together.
"They are always hugging and putting their arms round one another," said an insider on the set of Vanilla Sky.
"They seem completely smitten. It is the first time Tom has looked happy since he split from Nicole.
"It certainly looks as though it is the beginning of a new romance."
The news will be a bombshell for Kidman, who is desperate to win Cruise back.
She was devastated when he wouldn't even speak to her about the trauma of her baby.
Friends say Cruise is adamant he wants a divorce and believe Diaz is the perfect woman to help him over his heartbreak.
One said: "Cameron is great company and very down to earth.
"She would be ideal for Tom. He's really been hurting."
Diaz has had a series of film star boyfriends.
She wooed America History X star Ed Norton from singer Courtney Love, then enjoyed a long romance with There's Something About Mary co-star Matt Dillon.
After they split, Diaz got engaged to Jared Leto, but broke it off when he refused to have sex while he prepared for his role as a heroin addict in Requiem for a Dream.
