Sybase(R) Technology Selected by Philippine's Land Registration Authority For Land Titling Process Automation;.

EMERYVILLE, Calif. -- SYNOPSIS: Sybase, Inc., today announced it will assist in creating an integrated management system for the Land Registration Authority of the Philippines government. - All LRA offices will be integrated into one database management system, allowing district and central sites to share information through a unified system - The automated Land Titling Process System will help eradicate faults in LRA's present system including duplication of land titles and lengthy issuance processes

Sybase, Inc. announced today that the Land Registration Authority (LRA) of the Philippines government selected Sybase technology for the automation of its Land Titling Process System. In a strategic effort to leverage key partners, Sybase has chosen to work with Land Registration Systems, Inc. (LARES) on this project, which is targeted to begin early this year.

"Land Registration Authority will benefit significantly from our partnership with LARES. Sybase technology is able to meet and support the demanding requirements of LRA's system with strong replication, data management, dynamic performance and security technology," said Delfin Hallare, Jr., president and general manager, Sybase Philippines, Inc. "LRA will be able to manage its Land Titling Process System with greater ease and control, allowing them to improve their overall service level."

The Land Registration Authority selected Sybase's Adaptive Server(R) Enterprise (ASE), Replication Server(R) and Professional Services for its Land Titling Process System. With the implementation of Sybase ASE and Replication Server, the LRA will be able to connect all its regional district offices (RDO) to a central repository and replicate data from the RDOs to headquarters, allowing for a centralized database of the most up-to-date information. Using Sybase technology, LRA will increase its efficiency, revenue and customer satisfaction by eradicating duplication of land titles and lengthy issuance processes, allowing LRA to handle more requests per day.

Previously, the Land Registration Authority operated a paper manual system, which caused many problems including land title duplications, personal data errors, document misplacement and slow processing time. The first phase of implementation for LRA's new Land Titling Process System, expected to begin early this year, will connect three RDOs and LRA's central office within the National Capital Region. The system is expected to roll out to all district offices nationwide at a later date.

The Land Registration Authority is the agency mandated by Philippine laws with the task of preserving the integrity of the land registration process and protecting the sanctity of the Torrens Title. It is the central repository of all lands records and through its Registry of Deeds offices nationwide, that all records are kept of its instruments affecting registered and unregistered lands as well as chattel mortgages affecting movable properties.

It is an attached agency of the Department of Justice and it assists the Bureau of Internal Revenue in the collection of capital gains tax, documentary stamp tax and the office of the treasurer of local government units for real property and land transfer taxes.
