Switzerland apologizes for unlawful publication of photographs of Hannibal.

Switzerland announced on Sunday evening the

signature of a declaration between Switzerland, Spain, Germany and Libya on

Sunday in Libya, which expresses the will to implement an action plan. According to a press release published by the Swiss foreign ministry in

Bern on Sunday late: "The Action Plan foresees the creation of an arbitration

tribunal, which has already been accepted on August 20, 2009 by the President

of the Swiss federal Council."

The press release quoted the Swiss Foreign Minister Micheline Calmy-Rey,

who is now in Libya "The second point concerns the illegal theft and

subsequent publication of the photos of Hannibal Kadhafi."

"A penal procedure is underway in the Canton of Geneva. The Plan of Action

says, I quote Switzerland expresses its apology for the unlawful Publication

of the photographs of Hannibal Kadhafi in the Tribune the Geneva on the 4th of

September 2009, which constitutes a breach of confidentiality under Swiss law,

" she added

"The government of the Canton of Geneva deplores the publication of these

photos and acknowledges its responsibility. A criminal investigation is

conducted into this publication and the Swiss authorities are committed to

bringing the offender(s) to justice in accordance with applicable law," said

the Swiss foreign minister.

Calmy-Rey assured that the Swiss Businessman Max Goeldi will leave Libya on

Sunday. "The priority given to the individual is what most distinguishes my

country. The security and well being of all our citizens is a priority; so is

the commitment to peace and protection of civilians worldwide, as we have

recently demonstrated with our engagement and solidarity for the people in

Gaza," she added.

"This moment is the beginning of a normalisation process. I am confident

that Swiss-Libyan relations will find its traditional course. This is the

desire of Switzerland and I am sure of Libya as well," she said.
