Project Details : This project extends and builds upon several years of successful cooperation between UNOPS and UNDP in the areas of civil society capacity-building and promoting partnership between public authorities and NGOs in Iraq. Funded by the Swedish International Development Agency (SIDA), this project is made up of three components:

1. Strengthening the internal capacity of the Iraqi Council of Representatives (CoR);

2. Enhancing the capacity of Iraqi NGOs to productively engage in advocacy and lobbying; and

3. Building an effective partnership between Iraqi NGOs and the CoR that will allow Iraqi citizens and civil society organizations to contribute to the legislative process.

Based on our existing areas of expertise and specialization, UNDP will be solely responsible for component 1, UNOPS will be solely responsible for component 3, and UNDP and UNOPS will share responsibility for implementation of component 2.

This project is for the implementation of component 3 Strengthening Participatory and Accountable Governance , which is for the establishment of an institutionalized civil society consultation mechanism at the Council of Representatives promoting the ability of Iraqi citizens to engage in the legislative process. UNOPS will provide support to the establishment of formal mechanisms for civil society consultation and input into laws and policies under consideration by the Council of Representatives.
