Stateside firms win bids.

STATESIDE FIRMS WIN BIDS. Ten statesidebased energy-service companies (ESCOs) swept the bidding held recently in San Juan to help local government agencies reduce their energy expense through retrofits, reports Caribbean Business (April 26, 2012). The companies are Siemens, Noresco, Schneider Electric, Trane, Honeywell, Johnson Controls, Energy Systems Group, ConEdison, Eaton Energy and UPM Group--all acclaimed energy contractors in the States. Minillas Government Complex in San Juan struck first with a 10-year, $18.1 million contract (contractor undisclosed) that contemplates savings of $2.3 million just in the first year and the creation of 200 jobs, according to government documents. A selection criteria that the winning companies show at least five years of experience doing ESCO retrofits excluded all local contractors from contention for the 10 slots open for bidding. Luis Bernal, Exec. Dir. of the Puerto Rico Energy Affairs Adm., said local contractors are free to become partners with the 10 winners. "There are conversations already taking place among some of them, and this way, they will acquire the experience they need to qualify in a future round. But in this first round, we simply couldn't take any chances."
