States of Guernsey Selects Logica for GBP4.5M e-Government Solution.

LONDON, July 10 /PRNewswire/ --

Logica today announces a contract with the States of Guernsey to help deliver an e-Government modernising programme. The solution will enable the States to implement "best practice" standards for procurement and financial procedures, complementing the e-Commerce initiative across the island. The new Logica system reduces waste and maximises resources -- ultimately saving money for taxpayers.

The 5 year contract worth GBP4.5m, will involve a core SAP implementation, change management and training for up to 400 users, supply of hardware, application hosting support for the duration of the contract and the development of an e-Procurement system. The solution will overcome restrictions caused at present by its manual systems.

The project is a major business change initiative that will enable the island's Government to take advantage of to integrate business processes, streamline procurement procedures and improve visibility of management information. The States' Advisory and Finance Committee estimates that a 5% saving in procurement would result in annual savings to the States of GBP3.5m. To further achieve this, Logica's solution will play an integral part in helping the organisation maximise cost efficiencies through purchasing and is expected to deliver a rapid return on investment.

Commenting on the significance of the contract, Laurie Morgan, President of the States of Guernsey Advisory and Finance Committee says, "The successful completion of this important project will bring substantial benefits to the States' operation. These include better value for taxpayer's money spent on purchasing, the creation of a centralised system, a massive reduction in paperwork and duplicated effort and the release of staff time for more productive tasks. We felt Logica was the most suitable partner."

"The States of Guernsey has established a reputation for seizing opportunities and embracing technology to benefit the island's thriving economy," says Walter Cormack, Logica's SAP Practice Director. "We are excited about working with the States as a forerunner in the e-Government arena and to develop an SAP solution which will optimise procurement whilst enabling the organisation to adopt an e-Business strategy."

"This was an interesting project to work on as The States of Guernsey is a microcosm of the UK government in one place, says Glenn Lacey, Central Government Industry Manager at SAP. "Applying our solution in an e-Government situation such as this clearly demonstrates the benefits can bring to improving the administrative and e-Procurement process."
