Delia was due to meet the Queen at a Golden Jubilee reception in Norfolk but she decided on a trip to Wales with mother Etty, 82, and her husband Michael Wynn Jones instead.
The Queen and Prince Philip are due to open an exhibition at Norwich Castle on July 18 sponsored by Norwich City, where Delia and her husband are directors.
It was organised six months ago and Delia, 61, had initially agreed to attend but has now changed her mind.
A spokesman for the football club said: ``I am sure no snub was intended. It's just that Delia has had to make other plans.
``She has had to put off the trip to Wales a couple of times already to deal with other club business.''
A spokesman for the Queen said: ``The Queen is a fan of Delia Smith and I am sure she would have enjoyed meeting her.
``But Delia Smith has let it be known that she can no longer make it and that is the end of the matter.''
