Softly-softly didn't work; YourSay.

I SHARE the anger and frustration of most citizens at the ridiculous disruption caused to the life of the city by this person threatening to jump into the road.

While I have sympathy with whatever anguish brought him to this stage, the police appear to treat the human and financial costs this caused with contempt as surely the very simple and obvious answer to this or similar situations is merely to lay an extensive area of soft material - ie, large bean bags etc which would break his fall.

This would involve the closure of the road for no more than two hours as opposed to the shambles that West Midlands Police have caused by their softly-softly attitude.
