Image maker Sir Tim Bell was fined pounds 50 for indecent exposure. He also snorted cocaine for five years.
The weekend's revelations will seriously dent Tory attempts to present themselves as strong on traditional values.
Labour campaigns chief Brian Wilson said: "It is hilarious that the mastermind of all the family values claims has this background."
Bell's past is exposed in a book called The Ultimate Spin Doctor by Mark Hollingsworth which will be out next month.
The PR guru - knighted by Lady Thatcher -is one of the men behind the "New Labour, New Danger" campaign. But he may now have to keep a lower profile.
Bell was hauled into court in 1977 after women complained he flashed at his window overlooking Hampstead Heath in London.
Now a 55-year-old father-of-two, he says his drug taking, between 1978 and 1983, is "ancient history".
A pal of his also claimed Thatcher and Major knew about the cocaine abuse.
Labour's Wilson added: "Good luck to him if he has reformed. But it confirms the image of the Tories as those who have rules for themselves and a separate set for other people."
