STG announces $6.2m award of NOAA Grants Online; STG to design and implement backbone system to facilitate $750m in grants processing.
Under this performance-based contract, the STG team consisting of STG and BearingPoint, Inc., (NYSE:BE), one of the world's largest business consulting and systems integration firms, will develop, test, and deploy a web-based grants system that will eliminate duplication of data collection and data entry processes. The scope of the work includes the build out of an executable architecture, data migration and training, and Help Desk development and maintenance options.
"We are excited to provide NOAA with our team's proven solutions for grants management and will combine it with our technical skills and in-depth knowledge of NOAA, their mission, and their internal operations," said Tom Bertke, STG liaison for the contract.
Grants Online is a top priority for NOAA and its administrator, retired Navy Vice Admiral Conrad C. Lautenbacher, Jr. NOAA's Corporate Strategic Plan calls for increased use of IT to improve internal and external services. Grants Online will provide a vehicle for NOAA to improve efficiency, accountability, and transparency of its administrative programs and services, including financial performance, grants management, and electronic government. This is a critical initiative for NOAA and will be the backbone to process more than $750M a year in grants, which represents more than 20 percent of NOAA's budget. Grants Online will improve IT efficiencies for all NOAA line offices and business units as they relate to the entire grant life cycle.
NOAA Administrator, VADM Conrad C. Lautenbacher, Jr., has been a strong advocate of grants efficiency improvements like Grants Online. "With Grants Online, NOAA takes a significant step to ensuring a more efficient grants process. Our applicants and staff will benefit from Grants Online's consolidation of processes and systems. Corporate NOAA will now have a quicker and more efficient way to monitor the complete grants process." Ken Sragg, NOAA Project Manager for Grants Online, added that "the program will benefit NOAA grant applicants and recipients by reducing the IT cycle time to process applications. NOAA benefits directly by spending less effort and time in the IT process while gaining an improved post-award monitoring package. Grants Online will also work closely with the Government-wide Grants.gov's find and apply portal."
