 STATE TARGETS NONFILERS
 SACRAMENTO, Calif., Nov. 22 /PRNewswire/ -- The Franchise Tax


Board (FTB) announced that this month it will mail nearly 330,000 questionnaires to individuals regarding the nonfiling of their 1990 state income tax returns.
 According to the FTB, individuals with a total income of $8,000 or more ($16,000 or more for married couples) must file a tax return by April 15 each year. Californians filed 13.5 million returns in 1990.
 Those who receive the FTB questionnaire have 25 days to file a 1990 tax return or provide a response showing why they are not required to file. Tax assessments with 50 percent penalties plus interest will be issued to those who do not respond to the questionnaire. In some cases, criminal prosecution may be pursued.
 Last Spring, the FTB issued tax assessments of $413 million plus penalties and interest to identified nonfilers for 1989.
 The FTB sorts through nearly 175 million records to identify potential nonfilers. A variety of sources, such as the Internal Revenue Service, sales tax records, employee payroll records, and licensing boards, to name a few, are used.
 Another important source of information which is used to identify nonfilers is the Form 1099. The 1099 is used to report payments of interest, dividends, rents, royalties, pensions, and payments to independent contractors and others.
 These programs are all part of the state's ongoing efforts to improve compliance with the tax laws.
