STATE REVOKES FAMILY DAY CARE LICENSE OF MODESTO COUPLE

 SACRAMENTO, Calif., July 7 /PRNewswire/ -- Following a hearing, the California Department of Social Services has revoked the community care license held by Joe and Ruth Rhoda of Modesto to operate a family day care home, on charges of conduct inimical to the health, welfare and safety of clients, which involved sexual abuse of a child, and physical and emotional abuse of a child. The Rhodas' license had been temporarily suspended on Oct. 19, 1992.
 "Most family day care providers in California abide by the regulations established to ensure the health and safety of the children in their care," said Eloise Anderson, department director. "Unfortunately, we sometimes find individuals who ignore the terms of their license and place the welfare of the children in jeopardy. To protect the children, we must revoke the operator's license."
 A licensing hearing was held before Administrative Law Judge Stephen J. Smith in Sacramento, and the department's revocation request was granted. The Rhodas' facility was originally licensed by the department on Aug. 8, 1989.
 The department licenses family day care facilities under the state's Health and Safety Code. Of more than 85,000 licensed community care facilities in California, over 47,500 are family day care homes providing care and supervision for almost 340,000 children from infants to age 10. In Stanislaus County alone, more than 1,000 family day care facilities provide care to almost 8,500 children.
