STATE REVOKES FAMILY DAY CARE LICENSE OF FREMONT WOMAN

 SACRAMENTO, Calif., June 1 /PRNewswire/ -- The California Department of Social Services has revoked the community care license held by Elizabeth Franklin of Fremont to operate a family day care home, on charges that she failed to obtain criminal record clearances for two adults living in the home, permitted drugs and firearms to be in the home during periods in which children were in care and failed to provide a safe, healthful environment for children.
 "Most care providers in California abide by the regulations established to ensure the health and safety of the children," said Eloise Anderson, department director. "Unfortunately, we sometimes find individuals who ignore the terms of their licenses and engage in activities which endanger the children. To protect the children we must revoke the operator's license."
 Franklin's facility was licensed by the department on Nov. 22, 1991. According to the department's records, on March 12, 1993, Fremont police officers assisted by Southern Alameda County Narcotics Enforcement Team agents entered the licensee's facility and found firearms and controlled substances in the home and in the licensee's purse. They also found that the licensee grew marijuana, and her her husband James Franklin, sold marijuana from the home and also used methamphetamines.
 The department licenses family day care facilities under the state's Health and Safety Code. Of over 85,000 licensed community care facilities in California, more than 47,500 are family day care homes providing care and supervision for almost 340,000 children from infants to age 12. In Alameda County alone, more than 2,600 family day care homes provide supervision and care for more than 19,800 children.
