STATE REVOKES ADULT CARE LICENSE OF LOS ANGELES FACILITY

 SACRAMENTO, Calif., Oct. 13 /PRNewswire/ -- Following a hearing, the California Department of Social Services has revoked the license held by Geneva Church of Los Angeles to operate an adult residential community care facility known as the Sharon Lynn Guest Home, based on findings by an administrative law judge that the facility was not properly maintained, care and supervision of the people in care was not adequate and other licensing requirements were not met.
 "Most operators of community care facilities in California provide nurturing, supportive care for their clients," said department director Eloise Anderson. "However, a few ignore the regulations established to ensure client safety. When we find such a situation, we must protect the people and revoke the facility's license."
 The case was heard before Administrative Law Judge Paul M. Hogan in Los Angeles on Aug. 11 and 12, 1993. The revocation became effective Oct. 13. Church's adult residential facility was originally licensed on Aug. 11, 1983, with a capacity of 47 individuals, aged 18 through 59 years. It was located at 12040 South Broadway in Los Angeles.
 According to the judge's decision, Church's facility had no planned activities for the residents, had no television set, food was scarce, the rooms were small and had no operable blinds or window shades, water was unavailable in the rooms since the valves were not operative, the facility was dirty and there was a consistent pattern of neglect of the residents.
 Adult residential facilities are licensed by the department under the state's Health and Safety Code. Of the over 85,000 community care facilities licensed in California, there are more than 4,300 adult residential facilities which provide non-medical care and supervision to more than 37,900 individuals.
