SPS BOARD DECLARES REGULAR DIVIDENDS; ELECTS GERALD DILLER VICE PRESIDENT

 AMARILLO, Texas, July 27 /PRNewswire/ -- The board of directors of Southwestern Public Service Company (NYSE: SPS) today declared a regular quarterly dividend of 55 cents per share on common stock and regular quarterly dividends on all series of preferred stock. The board also elected Gerald J. Diller as a vice president.
 The dividend on common stock is payable Sept. 1, 1993, to holders of record at the close of business Aug. 16, 1993. Dividends on preferred stock are payable Nov. 1, 1993, to holders of record at the close of business Oct. 20, 1993.
 Diller will serve as vice president of rates and regulation. He has been SPS's group manager of rates and regulation since 1989. He joined the company in 1963 as a distribution engineer. He later became a power sales engineer, rate engineer and senior rate engineer. He was named manager of rates and regulation in 1979, and then group manager.
 Diller, 59, is a registered professional engineer. He holds a bachelor's degree in electrical engineering from Texas Tech University in Lubbock and a master's degree in business administration from West Texas A & M University in Canyon.
 Active in state and national regulatory groups, Diller is a member of the Edison Electric Institute's Economics Committee. He has been a member of the State of Texas Energy Policy Partnership, the New Mexico State Energy Policy Committee, state commission task forces on demand- side management, conservation and rates, as well as various EEI regulatory working groups.
 Diller has been active in the United Way, is a former Kids, Inc. coach, and is a past-chairman of the St. Thomas Church Pastoral Committee. He and his wife, Sue, have four children.
 Southwestern Public Service Company provides electric service to a population of about one million in a 52,000-square-mile area comprising eastern and southeastern New Mexico, the South Plains and Panhandle of Texas, the Oklahoma Panhandle and southwestern Kansas.
