SPECTRUM LICENSES CELLULAR DATA TECHNOLOGY TO COMMAND COMMUNICATIONS AND NAMES SMITH BARNEY SHEARSON AS ITS INVESTMENT BANKERS

 MANHASSET, N.Y., Dec. 13 /PRNewswire/ -- Spectrum Information Technologies, Inc. ("Spectrum") (NASDAQ-NMS: SPCL), announced today it has signed an agreement with Command Communications, Inc. to license Spectrum's patented cellular data transmission technology. Under the license, Command Communications will incorporate Spectrum's technology into their CelCom Link II product which is a hard-wire connector for use with a hand-held/portable cellular telephone to allow for remote cellular telephone-computer data transmission.
 "This agreement provides a strong foundation for a positive working relationship for the future," said John Sculley, Spectrum's Chairman and CEO.
 "Command Communications is very pleased to join with Spectrum Information Technologies in this working relationship," said Paul Danner, Command Communications' Vice President, Sales and Marketing. "The combined technological expertise which this agreement creates will be a great benefit to the users of wireless telecommunications."
 Spectrum recently announced the acquisition of Yield TechniGlobal and a letter of intent to acquire C.P.U., Inc. These companies are contract engineering services firms which provide RF engineers and programmers to the telecommunications and computing industry. In addition, Spectrum has now engaged the investment banking firm of Smith Barney Shearson to assist in possible future acquisitions and strategic transactions.
