SMALL BUSINESSES THAT LEASE EMPLOYEES WILL HAVE MORE OPTIONS UNDER CLINTON HEALTH CARE REFORMS, SAYS PRESIDENT OF KEY EMPLOYEE LEASING

 DETROIT, Oct. 11 /PRNewswire/ -- Small businesses using employee leasing to provide large company-type benefits to employees may actually have more health care options and will be more stable than those using traditional employment practices under President Bill Clinton's health care proposals, according to a Detroit-area employee benefits specialist.
 Franklin J. Ellias, president of Key Employee Leasing, Inc., in Southfield, Mich., and a health care, benefit and insurance consultant for more than 25 years, said employee leasing companies may be able to obtain self-insured status, only available to large companies. This will enable the employee leasing firm greater flexibility in offering health insurance options previously unavailable to small businesses. Such flexibility will translate to lower premium costs and smaller total payroll expenses, according to Ellias.
 Employee leasing is one method small business owners have to reduce certain business expenses, attract and retain the best employees by providing improved employee benefits, and eliminate the burden of human resources management.
