The Shrews, completely outgunned early on, were clinging tenatiously to a 38 minute lead through Jason Van Blerk when player-manager Simpson came to third placed Rochdale's rescue with 11 minutes left.
Earlier, Ian Stevens slotted a made to measure pass into Van Blerk's path and the former West Brom defender swept a low right footer beyond keeper Neil Edwards to open the scoring for Shrewsbury.
It became level pegging when substitute Patrick McCourt plunged dramatically under Peter Wilding's challenge and Simpson's trusty left foot reprieved the home side.
Simpson almost became a double hero when, minutes later, he beat Dunbavin with a rasping 25-yarder which dipped against the crossbar but stayed out.
