 SEC CHAIRMAN TO SPEAK IN BICENTENNIAL LECTURE SERIES
 AT NEW YORK CITY LAW FIRM
 WHO: Richard C. Breeden, chairman of the U.S. Securities and Exchange Commission (SEC), will address clients, friends, attorneys and staff of Cadwalader, Wickersham & Taft, the nation's oldest major law firm.
 The speech will be followed by a cocktail reception.
 WHAT: Mr. Breeden's speech is the fourth of eight lectures in the Cadwalader Bicentennial Lecture Series, in which corporate, financial and legal leaders will address similar audiences in the coming months. These lectures are by invitation only.
 WHEN: Wednesday, Sept. 30, 6 p.m.
 WHERE: The offices of Cadwalader, Wickersham & Taft, 100 Maiden Lane (at Pearl Street), Manhattan
 BACKGROUND: The SEC oversees trading markets in stocks, options, bonds and other securities with more than $10 trillion in aggregate value. It is also responsible for overseeing the activities of all securities firms and mutual funds, as well as for establishing disclosure and accounting policies for the nation's 13,500 publicly owned companies. The SEC also enforces U.S. laws against insider trading and other market abuses. As chairman since 1989, Mr. Breeden directs a staff of more than 2,500 persons operating in offices throughout the United States. During his tenure, he has emphasized improvements to the capital raising process for small and large businesses, increased market stability, control of unlawful practices and fundamental reform of the corporate governance system in America.
 In addition to his domestic responsibilities, Mr. Breeden is actively involved in international financial regulation. He has held several leadership positions in the International Organization of Securities Commissions, and is one of the founders of the Council of Securities Regulators of the Americas, a group linking securities regulators of North, South and Central America and the Caribbean.
 Mr. Breeden has served in several governmental assignments, including most recently serving under President Bush as assistant for Issues Analysis. From 1982 through 1985, he served as Deputy Counsel to Vice-President Bush and as Staff Director of the President's Task Group on Regulation of Financial Services.
 A lawyer by training, Mr. Breeden's legal practice has included corporate and financial transactions of all types. Educated at Stanford University and Harvard Law School, he is the author of articles in both legal and financial publications.
