SCO Presidents declare it is not possible to provide security for States sacrifying others.

SCO presidents think that it is not possible to provide security of some States with the sacrifice of security of other States, was stated in Dushanbe declaration of SCO that was at disposal of CA-News. In the document it was emphasized that "in modern conditions international security should be based on mutual trust, equality, cooperation, and benefit principles. "In XX century inter dependence of States has increased, security and development became inseparable. None of modern international problems does not have strength solution, strength factor role is decreasing in global and regional politics. The usage of force does not perspectives and put barriers to complex solution of local conflicts, many side solutions of existing problems taking into consideration all interests. Security of some States could not be provided with the sacrifice of other States security," was emphasized in the document, that is planned to be signed as the result of SCO summit in Dushanbe. The participants of the meeting emphasize \"necessity of respecting of historical and cultural values of each country and efforts directing for keeping unity of the state and its territorial integrity and stimulation of friendly relations between the people and their joint development.\"The SCO also announce about increasing of geo-political and economic significance of Central Asia. \"SCO-members states stated that geo-political and economic significance of Central Asia is increasing. The dynamic development of the organization will assist to strengthening of strategic stability, peace and safety supporting, developing of multi-typed economic and humanitarian interaction in the region,\" reads the project. The SCO appeal for \"wide international cooperation in the solving problems of resource supplying of human demands without any harm for environment, in achieving the purposes of global development including overcoming of technological break between the countries and liquidation of poverty on the base of providing the equal access to globalization advantages for all countries.\"\"In the terms of low growing of world economy, the conducting of responsible currency-financial policy, control for capital transfer, providing of food and energy safety have the special meaning, \" concluded the document.At the same time it was noted that "the main factors complicating development of the countries of Central Asian region are serious external threats and challenges to security." "Unstable situation in Afghanistan, expansion of drug trafficking scales, distribution of extremist ideology, transborder organized crime dictate the necessity of strengthening cooperation including creating joint mechanisms of analysis, prevention and reaction to these challenges," the draft declaration said.At the SCO Presidents meeting in restricted attendance Tajik President Emomali Rahmon suggested set up structure of Regional center on fight against drug production and trafficking with a headquarter in Dushanbe, the source in diplomatic circles told CA-News.As he said the center will allow to strengthen "regional security of the SCO" and also will attract Afghanistan to wide cooperation within the frameworks of the organization.Issues of speeding up the process of creating Fund of Development and Energy Club within the frameworks of the organization are being discussed at the meeting. The special attention is paid to the development of the regional cooperation in the sphere of transport and usage of water and energy resources of Central Asia, expanding cultural ties and contacts with other regional and international organizations. Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan are SCO member-countries. India, Iran, Mongolia and Pakistan have the status of SCO observers.
