 SAIKI NAMES GAIL P. MCGRATH AS NEW ASSISTANT ADMINISTRATOR
 FOR CONGRESSIONAL AND LEGISLATIVE AFFAIRS
 WASHINGTON, Dec. 10 /PRNewswire/ -- U.S. Small Business Administration (SBA) Administrator Patricia Saiki has appointed Gail P. McGrath as assistant administrator for congressional and legislative affairs.
 McGrath will monitor the development of legislation of interest to the agency and the small business community, and will serve as an advisor to the administrator on congressional and legislative matters. One of the primary functions of her office is to help members of Congress assist their constituents with small business issues or SBA- related inquiries.
 "Gail McGrath will be a great asset to me and the SBA," Saiki said. "Her strong business background and her understanding of the legislative process will greatly benefit the SBA and the small business community.
 "One of my top priorities at SBA is to have a good, close working relationship with Congress," Saiki said. "Gail McGrath will be an important member of my team."
 McGrath has extensive government relations experience. Prior to joining the agency, she was a consultant representing clients before Congress and regulatory agencies on public policy issues such as education, health care, taxes and employment and training. From 1983- 1985, McGrath was president of her own small government relations business, McGrath Enterprises. She has also co-owned and managed an investment banking firm that bought and sold businesses, and is experienced in arranging financing for small businesses. She also worked on Capitol Hill from 1977-1979 as a legislative assistant to the late Rep. John Duncan (R-Tenn.).
 McGrath graduated with honors from the University of Tennessee in 1975 with a B.S. in education. She has done extensive graduate work at the University of Tennessee and George Mason University in Virginia.
 In her new position, McGrath succeeds Michael Forbes. Forbes has been named regional administrator for SBA's Region II, which includes New York, New Jersey, Puerto Rico and the U.S. Virgin Islands.
