A Russian passenger jet has crashed after bursting into flames leaving 44 dead after its high-intensity lights failed to function, officials have confirmed.

The Tupolev -134 plane belonging to the RusAir airline was en route from Moscow to the city of Petrozavodsk in northwestern Russia..

The jet was carrying 43 passengers and nine crew when it crashed on its final approach to the airport in heavy fog and burst into flames on a highway near Petrozavodsk.

In a website statement the local authorities confirmed eight people had survived the crash and 44 people had been killed.

The survivors include a 10-year-old boy and a female flight attendant who were taken to hospital in a critical condition.

Local reports say Russian Premier League football referee Vladimir Pettay and a Swedish citizen were among the victims.

Authorities had no immediate explanation for the accident, but the Interfax news agency quoted the airport director as saying there were "unfavourable weather conditions."

The aircraft's black boxes have been recovered.
