Russian Federation : The Government sent a package of amendments to the list of objects for coastal fishing.
The entry into force of the List of Species of Aquatic Bioresources for Coastal Fisheries in Sea Waters, approved by the Government on November 18, 2017, is scheduled to be relocated from 1 April 2018 to 1 January 2019. The corresponding draft decree of the Government of Russia has been prepared by the Ministry of Agriculture of Russia.
According to the approved order of the Government of delineation of objects by type of fishery, it enters into force on April 1, 2018. At the same time, the List was adopted as part of the implementation of the updated law on fishing, which establishes a single fishing area and begins to operate from January 1, 2019. This creates a legal collision, and fishermen fear that the control authorities can stop catching some species that are currently fishing in coastal fishing mode, but do not enter into the list.
To solve the problem, the Ministry of Agriculture proposes to expand the list of facilities for "coastal", the fishery of which will be carried out from April 1 to December 31, 2018, and the list in the previously approved form will come into force simultaneously with the new concept of coastal fishing.
These are lists of species that are subject to industrial and coastal fisheries in inland seas, the territorial sea, the continental shelf and the exclusive economic zone of Russia, the Caspian Sea, the high seas and areas of operation of international treaties of the Russian Federation in the field of fisheries and the preservation of water bioresources.
The lists included more than 300 names of fish, mammals, crabs and mollusks. Most of them are objects of industrial fishing, and only 27 - for coastal fishing.
