Russian Federation : Penza agrarians study state support of small business.

March 13, 2018 at the site of the Penza Agrarian University is a large-scale regional seminar on the development of small forms of management in the agro-industrial complex. The event was organized by the regional Ministry of Agriculture.

The work of the seminar is sectional. The first section is devoted to the issues of state support for the development of small and medium-sized agribusiness in the Penza region. Her work was opened by the head of the department for project-targeted development, agribusiness and agro-tourism of the agro-industrial complex of the Ministry of Agriculture of the Penza region Vyacheslav Shinyaev.

Of course, it is important to support the cooperation of small producers, which will enable them to cooperate more effectively with trade networks, reduce costs and improve the quality of their products. "

In the Penza region since 2012, the state program actively supports the farming. As part of the implementation of measures to support start-up farmers in 2017, 26 peasant farms were organized. As part of the implementation of activities to develop family livestock farms in 2017, 5 farms are organized.

"This year, we will continue the existing support measures. In 2018, more than 222 million rubles will be allocated for the implementation of these measures, "said Vyacheslav Shinyaev.

For beginners, a subsidy for the creation and development of peasant farming is allocated in the following areas: dairy cattle breeding, beef cattle breeding, horse breeding, sheep breeding, goat breeding, rabbit breeding, poultry farming (aquatic birds), fish farming, potato growing, vegetable growing of open or closed soil, fruit growing, yagodiculture (shrubs berry cultures or strawberries), mushroom growing. The size of the subsidy to support one novice farmer for the production of beef or dairy cattle is set at a rate not exceeding 3 million rubles, but not more than 90% of the cost, for conducting other types of activities - in an amount not exceeding 1.5 million rubles, but not more than 90%.

A subsidy for the development of a family livestock farm is allocated in one area of ??activity (one branch) of livestock: beef cattle, dairy cattle, horse breeding, pig breeding, sheep breeding, goat breeding, rabbit breeding, poultry farming (except ostriches). The size of the subsidy for the development of a family cattle-breeding farm in the direction of dairy, beef cattle raising per one peasant (farm) economy is set at a rate not exceeding 30 million rubles, but not more than 60% of the costs, for conducting other types of activity - in an amount not exceeding 21.6 million rubles, but not more than 60% of costs.

The subsidy for the development of the material and technical base of the agricultural consumer cooperative is allocated to cooperatives engaged in harvesting, storage, processing, processing, sorting, slaughtering, primary processing, cooling, preparation for sale, loading, unloading of agricultural products, wild fruits, mushrooms and berries, and products of processing of said products. The size of the subsidy for the development of the material and technical base of the agricultural consumer cooperative is set at an amount not exceeding 70 million rubles, but not more than 60% of the cost.

In addition, agricultural producers - representatives of small forms of management can use other directions of state support in crop and livestock sectors, and take a soft loan for the development of their type of activity.
