That will spark a transfer stampede from top clubs, including Celtic, desperate to land him for nothing.
Record-breaking Rushie is fed-up being frozen out by hot strike pair Stan Collymore and Robbie Fowler. He admitted: "I've reluctantly decided it's time to move on, but it's going to be a massive wrench.
"I would have liked to finish my career at Liverpool, but Stan and Robbie are playing exceptionally well and at my age reserve football is no good. It would have been easy to stay on the bench and just take the money but I'm not like that.
"I believe I have another two years left and can still score and do a job for somebody. I've agreed to stay on until the end of the season because we're short of striking cover.
"As to the future, I'll wait and see what happens. But the manager knows if he needs to play me it won't be a problem. My heart is still here - it always will be."
Title-chasing Celtic are set to lead the chase for Rush after having a pounds 750,000 bid knocked back earlier in the season.
Middlesbrough, Manchester City and Coventry will also try to lure him.
