Cebu City - The Department of Energy (DOE) and the National Renewable Energy Board (NREB) finalized the proposed implementing rules and guidelines for the Renewable Energy Market (REM) during the last leg of public consultations in Cebu City recently.

Jose Layug Jr NREB chair, said the draft rules for the renewable energy market mechanism are expected to be finished by the yearend. All comments from the 14 public consultations will be collated and the final draft submitted to Energy Secretary Alfonso Cusi on December 31 for approval.

Layug told Manila Bulletin it took nine years, eight board meetings, 15 committee meetings and 14 public consultations before the REM rules were finalized.

After the secretary's approval the DOE department will fully implement the Renewable Energy Market, he added.

Clares Loren Jalocon of the Philippine Electricity Market Corporation presented the draft of the REM to 50 participants mostly officials of electric cooperatives and stakeholders in the power industry in the Visayas.
