 RUSSIAN EDUCATION MINISTER TO SPEAK
 AT NATIONAL PRESS CLUB NEWSMAKER BREAKFAST
 The Minister of Education for the Russian Federation, Edward Dneprov, will speak at a Newsmaker Breakfast in the Truman Lounge of the National Press Club, 14th and F streets N.W., Washington, at 9 a.m., on Tuesday, Feb. 11, Center for Democracy President Allen Weinstein announced today.
 The minister will discuss his ministry's plans for educational reform in the Russian Federation. One element of the reform process is an agreement, coordinated by The Center for Democracy, involving the Russian Education Ministry, Discovery Communications, Inc., and the Center for the joint production of a series of educational multimedia initiatives for the Russian educational system.
 The Center for Democracy signed an agreement with the Russian Education Ministry in December 1991 to work with and advise the ministry on civic education reform, encouraging the development of an American University of the Russian Federation, and other innovative projects.
 Dneprov will be accompanied by Edward Nikitin, vice minister for economic affairs; Elena Lenskaya, deputy for international affairs; Victor Bolotov, deputy for teacher education; and Michael Brodsky, head of Education Council, Ekerinberg.
