RSA appoints acting president.

Jack Freund, the current director of research and development of the Rent Stabilization Association (RSA), has been appointed acting president of the group, RSA Board President Arnold Goldstein announced last Thursday.

The search for a new president has been going on since May when John J. Gilbert III, its president for eight years, announced he was taking a job with the Rudin Magement Company. Gilbert is set to join that company Sept. 3 as executive vice president and chief operating Officer.

The RSA board is to meet later this month to confirm the selection of a permanent successor.

"I have been fortunate to have worked with John Gilbert and help shape the growth and the achievements of the RSA," said Freund. "I now welcome the opportunity to continue that growth and to meet the needs of the housing industry."

To that end, Freund will also take Gilbert's place on various committees, including the city's Lead Task Force, which is to meet Sept. 13 to adopt a lead management policy.

Both Freund and Gilbert joined the RSA in 1995 having worked together at New York City's Department of Housing Preservation and Development. Freund previously served as that department's director of policy and research. He holds a BA from the State University of New York at Stonybrook and an MA from New York University.

As an acknowledged expert in the field of multi-family housing in New York City, Freund has published dozens of reports, analyses and articles on the subject.

His wife, Eva Marie Freund, is a novelist and free-lance writer who has worked with him on numerous projects designed to reform rent regulation. Most recently, the couple was part of the team that developed RSA's half-hour documentary, "Lost Horizons: 50 Years of Rent Regulation in New York City. "
