                UNDERWRITING AND PROCESSING OPERATIONS
    SYRACUSE, N.Y., Nov. 21 /PRNewswire/ -- Royal Insurance has announced it has selected the city of Syracuse as the site to consolidate its personal lines underwriting operations, along with a second location in Tampa, Fla.  As previously announced, all of Royal's personal lines processing operations will also be consolidated at Syracuse.  These changes will be phased in over the next 12 months and completed before year-end 1992.
    Rob Nichols, the newly appointed Syracuse underwriting center manager, said, "This decision certainly demonstrates Royal's commitment to remaining in the personal lines market."  Royal currently has over 240 employees in its Syracuse branch and processing operations and at the completion of these consolidations an additional 50 staff members are expected to be added.  The additional staff will comprise a combination of Royal employees who elect to relocate and new hires.
    Commenting on the action, Royal's Chairman and Chief Executive William E. Buckley said, "These changes are necessary to help us achieve our objectives of providing customers with top quality products and service, running our operation efficiently and providing an adequate return on our investment."
    These changes will not affect personal lines marketing operations, which shall remain located within local branch offices and provide more focus on this product line.
