 RICHARD SUCCEEDS DOLAN AS CHAIRMAN AND CEO OF NEW JERSEY RESOURCES
 WALL, N.J., Jan. 29 /PRNewswire/ -- The board of directors of New Jersey Resources Corporation (NYSE: NJR) today elected Oliver "Rick" G. Richard III as chairman and chief executive officer, the company announced. He succeeds James T. Dolan Jr., who retired today after nearly 30 years with the company and its subsidiaries.
 Richard, 39, joined NJR in July 1991 as president and CEO. NJR is the parent company of New Jersey Natural Gas Company, Commercial Realty & Resources Corp. and NJR Energy Corporation.
 He was employed previously by the Northern Natural Gas Company, Omaha, Neb., the principal natural gas pipeline subsidiary of Enron Corp. There, he served as executive vice president of marketing and supply, then as president and CEO, from 1987 until joining NJR.
 In 1982, he was nominated by President Reagan to become the youngest person ever to serve as a commissioner on the Federal Energy Regulatory Commission (FERC). While at the FERC, he was instrumental in promulgating initiatives aimed at increasing competition and efficiencies among federally regulated energy providers. He received the FERC Chairman's Medal and the Distinguished Service Medal from the Secretary of Energy for his efforts.
 Richard joined Enron in 1987, serving as vice president, then senior vice president, of regulatory affairs and competitive analysis. Before Enron, he had been vice president and general counsel of Tenngasco, the unregulated gas trading company of Tenneco Inc.
 The new NJR top executive is a native of Lake Charles, La. After earning B.A. and J.D. degrees from Louisiana State University, he became a legislative assistant to U.S. Sen. J. Bennett Johnston (D-La.), devoting much of his time from 1978 to 1981 to the development of the nation's energy laws. Johnston is now chairman of the Senate Energy and Natural Resources Committee, which oversees national energy policy.
 While in Washington, Richard attended night classes and received an M.A. degree in taxation from Georgetown University in 1981.
 Richard and his wife, Donna, have one son, David, 6. The Richards live in Colts Neck Township.
 Dolan, 65, has been a driving force behind the growth of NJR and its subsidiaries since joining New Jersey Natural Gas, now NJR's principal subsidiary, as personnel director in 1962.
 NJR's success in defeating an unfriendly takeover attempt by a neighboring utility holding company in the mid-1980s was largely due to his leadership.
 Dolan's strong emphasis on quality service led the utility to develop several customer-oriented programs, including Consumer Roundtables and Executive-Consumer DIALogues, and programs aimed at aiding the elderly, visually impaired and economically disadvantaged.
 He directed the establishment of NJNG's Project Venture program with the Asbury Park School System and the formation of the NJR Foundation, which provides financial assistance to many charitable, community, health care and educational organizations.
 Dolan was named senior vice president in 1975 and was elected to the board of directors in 1976. He was elected president and CEO in 1978. In January 1987, he became chairman and CEO of NJR after having served as president and CEO of the holding company since it was formed in 1982.
 A native of New York and a graduate of Manhattan College, Dolan is a past chairman of the American Gas Association, the national trade organization of about 250 pipeline and gas distribution companies. He is also a past president and board member of the New Jersey Utilities Association.
