The loss of the 378 car spaces is at the Gateshead Quays 2 site.
Gateshead Council is marketing the Gateshead between The Sage and Baltic, for development as a mixed use facility.
But it wants to build a new car park at Hillgate Quay to help plug the losses. It would cost pounds 110,000 and create 91 spaces, including disabled parking and areas for motorcycles and bicycles.
A Gateshead Council report said: "There is a general need for adequate car parking in the Quays area as a whole to support the Gateshead Quays regeneration initiatives.
"Development of the Gateshead Quays 2 site will lead to a loss of the 378 space car park currently occupying the site.
"Although it is anticipated this will be replaced to some extent upon completion of the development by the inclusion of a car parking facility open to the public, there will be an unavoidable loss. This will lead to a shortage for the Quays area, including that required to support the major attractions."
