Quality, productivity cited as competitive concerns.

A midyear survey of 578 human resource executives conducted by the Olsten Corporation found the recession rearranged a number of management priorities.

When asked to name the most critical competitive issue facing their companies, 62% mentioned motivating employees or improving productivity, up from 47% in a similar survey conducted five years ago. In that survey, the overriding concern, cited by 57% of the respondents, was attracting qualified workers through a competitive compensation system. Now only 40% of those surveyed regard compensation as a critical concern.

Quality awareness was mentioned by 50% of the respondents, up from 31% five years ago. Benefits cost management was mentioned by 45% of those surveyed, compared with 40% in the previous survey.
