Putting the troops first.

In reference to the piece "The Good, The Bad and The Ugly" (Volume 15 Issue 11), has the Governor General gone off the reservation? The throne speech is prepared by the ruling government (cabinet? PMO?) and read by the Governor General. She is reading a script. This article implies that even the Governor General knows something is amiss with procurement. Wrong! We won't know her thoughts until she retires.

All is not roses in procurement I am sure. There is still a powerful Liberal groomed presence in the civil service. The civil service still largely runs our military, however much a CDS is displayed publicly. The greatest loyalty of these senior civil servants is to the party that you (S.T.'s Harper = bully column) and the CTV/CBC/Globe and Mail apparat will eventually return to power. By their actions, loyalty to serving service personnel is non-existent.

The Conservatives are doing something that I hadn't seen in my 33 years of service. They are bringing in relevant new kit. They are cutting through the pork barrel process which allowed Liberal governments to launder money in Quebec and a few favoured ridings elsewhere to purchase junk.
