ASIANTAETH YR AMGYLCHEDD Deddf Adnoddau Dwr ,1991 Deddf yr Amgylchedd 1995 Deddf y Mr a Mynediad i'r Arfordir, 2009 Is-ddeddfau Pysgodfeydd Mae Asiantaeth yr Amgylchedd, wrth ymarfer ei grymoedd o dan Adran 210 a pharagraff 6 Atodiad 25 Deddf Adnoddau Dwr, 1991, fel y'i diwygiwyd gan Ddeddf yr Amgylchedd 1995 a Deddf y Mr a Mynediad i'r Arfordir 2009 ac o dan Erthygl 4(2) Gorchymyn Deddf yr Alban (Afonydd y Gororau) 1999, wedi creu is-ddeddfau pysgodfeydd newydd er mwyn -rheoleiddio pysgota rhwyd a thrap ar gyfer llyswennod a llyswennod ifainc; - creu'r drosedd o bysgota yn ystod tymhorau cau ac amseroedd cau.

Bwriad yr Asiantaeth yw gwneud cais i'r Ysgrifennydd Gwladol dros yr Amgylchedd, Bwyd a Materion Gwledig, Gweinidogion Cymreig ac i Weinidogion yr Alban am gadarnhad o'r is-ddeddfau newydd hyn.

Gosodir copau o'r is-ddeddfau newydd ar wefan Asiantaeth yr Amgylchedd yn www.environment-agency.gov.uk/fish/byelaws . Gallwch eu caffael, yn ogystal, trwy alw 08708 506 506 neu o unrhyw swyddfa Asiantaeth yr Amgylchedd, ble gallwch edrych arnynt am ddim rhwng 9 y bore a 4 y prynhawn ar unrhyw ddiwrnod gwaith (byddwch gystal ffonio er mwyn cael manylion lleoliad swyddfeydd).

Gall unrhyw un wrthwynebu neu gefnogi cadarnhad yr is-ddeddfau newydd mewn ysgrifen. Dylid cyfeirio llythyrau at Martin James, Ymgynghoriad Is-ddeddfau Pysgodfeydd, Asiantaeth yr Amgylchedd, Richard Fairclough House, Knutsford Road, Latchford, Warrington, Swydd Gaerllion, WA4 1HT neu trwy e-bost i fisheries@environment-agency.gov.uk . Rhaid i wrthwynebiadau gael eu derbyn ar neu gyn Dydd Gwener 20 Awst 2010.

Ar ddiwedd y cyfnod ymgynghori, gellir trefnu fod copau o'r ymatebion yn cael eu gwneud yn hysbys. Gall yr wybodaeth a gynhwysir gael ei chyhoeddi, yn ogystal, mewn crynodeb o ymatebion. Os nad ydych yn cydsynio hyn, rhaid i chi wneud cais clir i'ch ymateb gael ei gadw'n gyfrinachol. Ni thrinnir unrhyw ymwadiad cyfrinachedd a gynhyrchir gan eich system TG mewn ymatebion e-bost fel cais o'r fath. Dylech sylweddoli hefyd y gallai amgylchiadau fodoli ble fydd yn ofynnol i Asiantaeth yr Amgylchedd draddodi gwybodaeth i drydydd parti os gofynnir amdani, er mwyn cydymffurfio 'i rhwymedigaethau o dan Ddeddf Rhyddid Gwybodaeth 2000 a'r Rheoliadau Gwybodaeth Amgylcheddol 2004.

ENVIRONMENT AGENCY Water Resources Act, 1991 Environment Act 1995 Marine and Coastal Access Act 2009 Fisheries Byelaws The Environment Agency in exercise of its powers under Section 210 of and paragraph 6 of Schedule 25 to the Water Resources Act 1991, as amended by the Environment Act 1995 and the Marine and Coastal Access Act 2009 and under Article 4(2) of the Scotland Act (Border Rivers) Order 1999, has made new fishery byelaws to -regulate net and trap fishing for eel and elver; - create the offence for fishing during close seasons and close times. It is the Agency's intention to apply to the Secretary of State for Environment, Food and Rural Affairs, Welsh Ministers and to Scottish Ministers for confirmation of these new byelaws.

Copies of the new byelaws are deposited on the Environment Agency website at www.environment-agency.gov.uk/fish/byelaws. They can also be obtained by phoning 08708 506 506 or from any Agency office, where they may be inspected without charge between the hours of 9.00 a.m. and 4.30 pm on any weekday (please phone for office location details).

Any person may object to or support the confirmation of the new byelaws in writing. Letters should be addressed to Martin James, Fisheries Byelaws Consultation, Environment Agency, Richard Fairclough House, Knutsford Road, Latchford, Warrington, Cheshire, WA4 1HT or by e-mail to fisheries@environmentagency.

gov.uk. Objections must be received on or before Friday 20 August 2010.

At the end of the consultation period, copies of the responses may be made public. The information contained may also be published in a summary of responses. If you do not consent to this, you must clearly request that your response be treated confidentially. Any confidentiality disclaimer generated by your IT system in e-mail responses will not be treated as such a request. You should also be aware that there may be circumstances in which the Environment Agency will be required to communicate information to third parties on request, in order to comply with its obligations under the Freedom of Information Act 2000 and the Environmental Information Regulations 2004.
