The purpose and intent of this Request for Proposal (RFP) is to solicit proposals from

licensed qualified sources to provide plan administrative, investment management and

employee education services for the 457(b) Deferred Compensation Plan for the employees of

the Pikes Peak Library District, or District.

Pikes Peak Library District (PPLD) is a nationally recognized system of public libraries

serving a population of more than 599,000 in El Paso County, Colorado. PPLD%s fourteen

facilities, online resources, and mobile library service make it a vital force for individual and

community transformation. PPLD has an employee base of 448 full and part-time staff, and

utilizes roughly 1,450 volunteers. It strives to reach all members of the community,

providing free and equitable access to information and an avenue for personal and

community enrichment. PPLD is recognized for its commitment to diversity and community

collaboration, its quality programming, and its excellent customer service.

PPLD is the second largest library district in the State of Colorado and regularly places in

the top tier of national library rankings. PPLD serves a 2,090 mile service area in El Paso

County, including all unincorporated areas and cities of Colorado Springs, Fountain,

Manitou Springs, Monument, Palmer Lake, and Calhan.

b. Provide eligible employees with a competitive package of investments in order to

accumulate retirement benefits;

c. Ensure that participants have access to top performing publicly traded or comingled

investment funds as the primary investment vehicles available to participants;

d. Provide access to asset allocation funds as the qualified default investment for the Plans;

e. Provide eligible employees with consistent, quality employee education to encourage them

to better utilize the retirement plans to meet their retirement goals;

f. Ensure that plan costs are reasonable and fully transparent to participants and to the

Plan Sponsors and reflect the services provided to plan participants;

g. Provide timely, responsive customer service to participants;

h. Provide plan-level quarterly reporting which includes fund information, asset totals, and

transaction information; and

i. Comply with current and future legislative and regulatory requirements
