Prequalification are invited for Balkans Renewable Energy Program (BREP) - Mid-Term Review (MTR).

The International Finance Corporation (IFC) is the private sector arm of the World Bank Group and pursues its mission of reducing poverty and improving peoples lives by promoting sustainable private sector development through investment and advisory services. As part of its global mandate, IFC is supporting activities to address climate change by promoting renewable energy and energy efficiency investments in emerging markets. The proposed work is part of IFCs efforts to scale up its Clean Energy business, specifically by exploring new opportunities in the renewable energy (RE) sector.

This midterm review (MTR) of the Program is to be conducted to inform Donor (Austrian Ministry of Finance), IFCs Management and Key Stakeholders of the intended and unintended outcomes and impact of the programs implementation and delivery and provide learnings to guide future replication of the Program.

BREP is a program that IFC is implementing through four projects in six countries. A midterm evaluation/review should be very useful in terms of lessons learnt and improvements in program design for future programs and all the other market transformation programs that are being replicated or implemented elsewhere.

It is important to be able to answer questions relating to the relevance and need for such a program, how it was implemented, the nature of its markets, clients, methodologies, challenges and results, and the reasons for any shortcomings or exemplary achievements. This short-term consulting assignment is for an External and Independent Consultant to help find answers to the pertinent questions raised above and herein.

The main goal of the program is to support development of the renewable energy market in Western Balkan countries and indirectly support EU accession process of the region, removing regulatory barriers, providing technical support to relevant stakeholders (private companies and banks) and increase their capacity.
