1. Ongoing evaluation the City s investment strategy, structure and policies, and make recommendations to improve strategies to achieve the City s investment objectives of: safety of principal, liquidity to meet the City s obligations, diversification to minimize risk, and yield to achieve a reasonable rate of return. Also provide guidance as to best practices and comparisons to similar local governments. 2. Calculate time-weighted rates of return for each investment account and the aggregated portfolios and reconcile those returns with those calculated by the investment managers. 3. Provide monthly performance updates detailing the following information: a) Time-weighted performance for the individual accounts and aggregate portfolios compared against relevant benchmarks. b) Portfolio values at market and cost for each individual account and aggregate portfolios. c) Sector allocation and characteristics of the aggregate portfolios. 16 d) Reconciliation of the change in portfolio value on a market and cost basis etc.
