Providing first-class logistics support, from Texas to Guantanamo Bay!
Command headquarters are located aboard Naval Air Station (NAS) Jacksonville, occupying 3,896 acres along the west bank of the St. Johns River. The entire NAVSUP FLC Jacksonville organization is comprised of about 1,000 people, who work at 17 sites, from Texas to Guantanamo Bay, Cuba.
"This team is dedicated to providing supply chain solutions for the warfighter, which improves performance while strengthening our partnerships," said NAVSUP FLC Jacksonville Commanding Officer, Capt. Kevin Head.
NAVSUP FLC Jacksonville is also the primary logistics provider to Commander, U.S. Naval Forces Southern Command and U.S. 4th Fleet (COMUSNAVSO/C4F), headquartered in Mayport, Fla. C4F is responsible for U.S. Navy units operating in the U.S. Southern Command (SOUTHCOM) area of responsibility (AOR), which encompasses more than 31 countries and 15 areas of special sovereignty.
"Through NAVSUP transformation initiatives, NAVSUP FLC Jacksonville has evolved from a local storefront operation with several remote regional sites to a unified and decentralized single point provider of supply chain and logistics products and services for all naval activities across the southeast region," Capt. Head explained.
Through functional alignments, NAVSUP FLC Jacksonville delivers products and services to 17 installation supply departments across seven states in the Southeastern U.S. and the Caribbean, introducing efficiencies to each aligned organization.
A key component of NAVSUP FLC Jacksonville's products and services is Integrated Logistics Support (ILS).
"Integrated Logistics Support, supporting both new ship construction and repair and modernization, is a hallmark of NAVSUP FLC Jacksonville," said Lt. Cmdr. John Brendenkamp NAVSUP FLC Jacksonville's director of industrial support. The command's Supervisor of Shipbuilding (SUPSHIP) Gulf Coast site (SSGC) provides the ILS process for new ship construction - more than 50 percent of the nation's new ships are delivered from SSGC, while it's Southeast Regional Maintenance Center (SERMC) Site located aboard Naval Station (NS) Mayport, delivers ILS for ship repair and modernization.
SERMC provides ILS through the Integrated Logistics Overhaul (ILO) process. This November, SERMC will complete an ILO onboard USS Carney (DDG 64), to include ballistic missile defense (BMD) conversion and extensive modernization, making Carny ready to serve as a vital part of the Navy's BMD program.
NAVSUP FLC Jacksonville's Logistics Support Center (LSC) provides the 16 ships homeported at Naval Station Mayport with a permanent waterfront presence that offers value-added logistics support through a network of valued suppliers.
"The LSC team expertly integrates support services, moving workload off the ship and providing afloat Supply officers with a shore-based surrogate," said Lt. Cmdr. Joshua Lancaster, NAVSUP FLC Jacksonville operations officer.
LSC also provides direct support to C4F and COMUSNAVSO with an onsite qualified logistics planner responsible for developing logistics plans and annexes for 4th Fleet exercises and real world contingencies, including humanitarian initiatives.
"When Hurricane Isaac struck New Orleans this summer, NAVSUP FLC Jacksonville's contingency support network really showcased its abilities," Capt. Head said. The command's contracting and fuels services were critical in the restoration of essential base services to NAS Joint Reserve Base (JRB), New Orleans.
Isaac's rainfall and tidal surge inundated the base's main power station, and knocked out the power. Restoring power to the installation's key facilities became the top priority. Portable emergency generators were the answer, but they would have to remain fueled and running until power was restored.
The NAS JRB New Orleans emergency manager (EM) turned to NAVSUP FLCJ New Orleans Site Director Cmdr. Tyonia Burns for a fueling plan. Cmdr. Burns communicated the requirement to NAVSUP FLC Jacksonville's Regional Fuels Officer Lt. Cmdr. Michael Lorrain, so his team could accelerate truck deliveries.
"Despite any personal issues our fuels team may have been coping with at home during the storm, they had the installation's fuels operation functioning at full capacity the day after the storm's initial strike," Cmdr. Burns explained. "During the next five days, they worked tirelessly to provide the fuel that kept NAS JRB New Orleans running."
Ultimately, the fuels team provided more than 148,000 gallons of various fuels for generators, aircraft, Coast Guard tankers, Federal Emergency Management Agency (FEMA) and Louisiana Air National Guard operations, and more.
The NAVSUP FLC Jacksonville and New Orleans Supply team also provided humanitarian relief, distributing water and ice to families living in more than 700 separate base housing units. The New Orleans Supply team coordinated the receipt and distribution of about 60 pallets of bottled water and 41,000 pounds of ice at two pre-determined distribution sites; but it wouldn't have happened without NAVSUP FLC Jacksonville's Contracting Department.
The Contracting Department employs three dedicated contingency buyers on staff to support both regional and 4th Fleet contingency requirements, and annually awards more than 24,000 contracting actions, valued in excess of $1.3 billion.
Once the requirement for water and ice was defined, NAVSUP FLC Jacksonville Contracting quickly identified a vendor and fulfilled the requirement. "With emergency funding provided by Commander, Navy Region Southeast, Contracting made it happen," said Cmdr. Luis Molina, Director of Supply Management, NAVSUP FLC Jacksonville.
"In the early hours of a contingency, my staff goes out of its way to understand the emergent requirement and to ensure timely contracts are awarded - no small task, but one my staff takes great pride in doing very well," said Capt. Gary Hayman, Director of Contracting, NAVSUP FLC Jacksonville.
"This latest storm response really illustrates the spirit of the Jacksonville team," Capt. Head explained. "All NAVSUP Fleet Logistics Center Jacksonville's components work together to leverage capabilities to respond to a wide variety of mission sets, in both exercise scenarios and real-world contingency situations, like Hurricane Isaac."
