Prosecution General: 14 complaints on torture including registered in south of Kyrgyzstan in 2010, 13 denied in criminal cases initiation.

Incase of confirmation of the facts of torture of suspects, the perpetrators will be brought to the statutory liability, says Prosecutor General of Kyrgyzstan. This was the reaction of the Prosecutor General's Office to the facts presented on June 8, 2011at a press conference by representatives of the International Organization for Human Rights, Human Rights Watch about the use of torture against the defendants. According to the press service of the Prosecutor General's Office Kyrgyzstan, in 2010 prosecutors of Jalal-Abad and Osh regions and Osh city, registered 14 complaints for allegations of torture, unlawful arrest, detention, violations of due process by the law enforcement officers. Since June events 2010, the prosecuting authorities Jalal-Abad region received 3 reports of torture by law enforcement officers and 2 addresses on violations of procedural rights of citizens. Law enforcement agencies revealed a fact of abuse of authority and illegal detention of citizens. In Osh region registered 4 complaints against torture and violations of due process by law enforcement officials. During the same period, 4 similar addressed were registered in Osh city and a fact of illegal criminal prosecution against F. Gapirova was revealed. For all the above mentioned appeals law enforcement agencies held necessary checks and appropriate procedural decisions. As a result, it was refused to initiate criminal proceedings on 13 appeals. At the same time, if International Organization for Human Rights Human Rights Watch provides necessary materials about the torture of suspects, Kyrgyz Prosecutor General's Office will conduct a thorough review of all facts set forth therein, and give a proper legal assessment to each of them, reported press office.
