Chamberlain has lived and worked in Costa Rica for the past 15 years, where he is director of the Latin American Studies Program of the Council for Christian Colleges and Universities, a higher education association of 176 member and affiliate colleges and universities from 24 countries. He examines the past 25 years of privatization efforts in Costa Rica, arguing that it illustrates that one- dimensional thinking about privatization of state services is misdirected. Coverage includes an historical overview of privatization within the context of commercial globalization; a review of Costa Rica's general political economy; privatization within the international economic crisis of the late 1970s and early 1980s; case studies of privatization attempts in the Costa Rican Development Corporation, the Costa Rican Electricity Institute, and the Costa Rican Social Security System; and recommendations for the future.
