Preface/Pratarme.

There is no necessary connection between democracy and values: democracy as a power of the majority could be a meat-chopper that limits the liberties of the individuals and the communities. Liberty (as limitation of democracy) of an individual in a community is to be treated as democratic value, which contributes to the becoming of democracy. Democracy is to be nurtured as free environment for the individuals, who constitute their identity in a community created. Thereby both freedom as value and democracy as free environment are creative tasks of our coexistence.

This issue is devoted to democratic values on the one hand and to the values in a becoming democracy on the other. The first part Locality and globality of the values deals with the questions whether values are global (G. Gutner) and what is the influence of globalization on European values (H. Theisen). The interconnection between phenomenological and democratic discourses is also analyzed in this part. The second part The factors and forms of democracy deals with political aspects of the rumors (V. Pruskus). The models of Russian (L. S. Sysoyeva) and Lithuanian (K. Monkevicius) democracy are analyzed here. The third part A nation and challenges of democracy deals with the questions of nationality (A. G. Jasmontas). The ancient paradigms of democracy (M. Bokiniec) and the challenges to democracy (D. Eidukiene) are analyzed in the last part.

Tarp demokratijos ir vertybiu nera butino rysio: demokratija kaip daugumos valdzia gali buti vertybiu mesmale, ribojanti individu ir bendriju laisves. Individo, veikiancio bendrijoje, laisve--demokratijos islyga--traktuotina kaip demokratijos vertybe, prisidedanti prie jos tapsmo. Demokratija puoseletina kaip laisva aplinka individams, steigiantiems savo tapatuma kuriamoje bendrijoje. Taigi tiek laisve kaip vertybe, tiek demokratija kaip laisva aplinka--musu sambuvio kurybinis uzdavinys.

Sis numeris skirtas, viena, demokratinems vertybems, kita, vertybems tampancioje demokratijoje. Pirmojoje dalyje Vertybiu lokalumas ir globalumas keliamas klausimas, ar vertybes globalios (G. Gutner) ir koks globalizacijos poveikis Europos vertybems (H. Theisen), nagrinejama demokratijos ir fenomenologijos diskursu saveika (M. Briedis). Antrojoje dalyje Demokratijos veiksniai ir apraiskos analizuojami gandu politiniai aspektai (V. Pruskus), tam tikrais aspektais aptariami Rusijos (L. S. Sysoyeva) ir Lietuvos (K. Monkevicius) demokratijos modeliai. Treciojoje dalyje Tauta ir demokratijos isbandymai keliamas tautiskumo klausimas (A. G. Jasmontas), svarstoma antikine demokratijos paradigma (M. Bokiniec) ir nagrinejami pavojai demokratijai (D. Eidukiene).
