Philippines : Panabo City Creates Task Force for Rehabilitation of Illegal Drug Victims.

This action was discussed during the City Anti-Drug and Abuse Council (CADAC) meeting last July 29, 2016, at the Mayors Conference Room, City Hall of Panabo which was chaired by Mayor James G. Gamao.

On the 112 personalities who are visited under Toktok Hangyo (Tokhang) and 26 on Tapok Hangyo (Taphang) simultaneous operations, Panabo Police Chief head Chief Inspector Alvin Saguban reported 1, 615 users and 25 pushers have Voluntarily Submitted for Reformation. The focus of the Tokhang are the drug personalities under the watch list of persons involved in illegal drugs trade.

The National Government have no proper plan/system yet on how to deal with those surrenderees. It was left behind for the ingenuity of concerned local government. LGU Panabo then will create a task force group composed of Public Employment Service Office (PESO), City Health Office (CHO), City Agricultures Office (CAGRO), City Social Welfare Development Office (CSWDO), Panabo Evangelical Ministries Association (PEMA), Philippine National Police of Panabo (PNP), Philippine Drug Enforcement Agency (PDEA), Parole and Probation Office, among others, to provide services in their own fields of expertise/specialty.

Out of School Youth, Estokoy, BADAC Orientation, Random Drug Testing, Display of Anti-Drug Slogan, Curfew on Minors, Sports program were among the subjects/topics being discussed.

Saguban also presented the nationwide activity which LGU Panabo will join, spearheaded by the CADAC on August 11, 2016, 9:00 AM to support the nationwide call of President Dutertes Change is coming dubbed as Baktas sa kausaban. Chief Saguban is preparing appropriate program which will be participated not only by VSRs but also by Government Organization (GO), Non-Government Organizations (NGO), private sectors, etc.
