Philippines : POLL DEAL secured by a joint venture after offering lowest bid.
The Special Bids and Awards Committee decided to approve the suggestion of the Technical Working Group to pronounce the eligibility of the joint venture. The committee in its ruling has stated that the joint venture tendered the Lowest Calculated bid and being the lone eligible bidder.
The joint venture s offer in the lease of warehouse with arrangement amenities was P318,887,777.00 (P 98,119,316.04 per annum or monthly P8,176,609.67).
The Committee chairman and deputy executive director for administration Helen G. Aguila-Flores has stated that now the company will have to undergo the post-qualification round of assessment.
She has added that the assessment procedure will include verification, authentication as well as ensuring all declarations and documents of the bidder in line with the norms which comprise legal plus technical conditions and establishing the capability of the bid amid other decisive factors.
The Committee has also directed the joint undertaking to tender the documentary obligations like Tax Clearance; Latest Income and Business Tax Returns plus other apposite licenses and sanctions by three days that are legally mandatory and mentioned in the bidding papers.
Failure to submit the above requirements on time or a finding against the veracity of such shall be ground for the forfeiture of the bid security and disqualification of the bidder, the declaration added.
The commission made P112 million allocations for one-year lease of warehouse with arrangement amenities for the 80,000 area including the Smartmatic International s optical scan machines that the purchased by the agency.
According to a Comelec declaration, the Project Management Office has made the lease of a warehouse as its priority in the list of the goods, services and infrastructure required to be procured for the May 13, 2013 elections considering that the terms for the free use of the SMTT Warehouse in Cabuyao, Laguna will expire on August 31, 2012.
Smartmatic has a minimum of 82,000 PCOS pieces in its warehouse in Cabuyao, Laguna.
